Why Mexico's Political Machine Keeps Chugging
By GINGER THOMPSON

EXICO CITY, July 8 — Only three years after losing its authoritarian grip on the Mexican presidency, the Institutional Revolutionary Party, or PRI, proved in elections this past weekend that it remains a force in Mexican politics, winning a slim majority in crucial elections for the lower Chamber of Deputies.

In so doing, the PRI has set off a prolonged bout of national soul-searching by highbrow political watchers trying to explain the mystery of its staying power.

But a recent visit with people at the southern tip of Mexico turns up answers that seem as easy as the lazy tides in Campeche, still a local bastion of PRI power even after its crushing defeat of three years ago.

Ask one fisherman, Carlos Segovia, to explain why he remains loyal to a political party that stole and cheated its way to power — and stayed there for 71 consecutive years — and he points from the beach to six small boats bobbing in the sea.

He introduces the brothers, nephews and cousins he has employed for more than a decade. He describes the refrigerated storeroom he is building behind his home, and the cooperative he is working to form with the leaders of other fishing crews in the area.

A self-made man? Mr. Segovia, 48-year-old son of peasant laborers, with a fourth-grade education, said he likes to think that his small fishing empire is the product of his own hard work and ingenuity. But, he said, the reality is that he has always had a silent partner who usually came through when he needed money, equipment, even medical assistance for his family. The PRI.

In Campeche, and in almost every corner of Mexico, the PRI has not only been the dominant political force since the end of the Mexican Revolution, often robbing from the poor to give to the rich. For better or worse, it has also been people's principal provider, using a vast system of patronage to buy off the nation's political conscience.

Its teachers' unions gave home loans to loyal members. Peasant farmers' associations distributed land. Its legislators passed laws that protected national industries from foreign competition. Its free health-care system for workers was the envy of Latin America. While much of Latin America was ravaged by civil unrest during the 1970's and 80's, the PRI boasted that "social peace" reigned in Mexico.

Cloaked in the trappings of democracy, what Mario Vargas Llosa has called "perfect dictatorship" demanded complete loyalty, either co-opting its opponents or violently wiping them out in a system of intimidation intended to produce a nation of followers rather than leaders.

When Mr. Segovia went to the polling place on Sunday, his concerns about the PRI's scandals and repression were outweighed by thoughts about things like his first boat, bought with a $1,000 government loan 20 years ago, or the $1,800 gift he received last year from the local PRI government after his fleet was damaged by Hurricane Isidore.

"Ten generations will die before the world learns the whole story of just how much the PRI robbed from the people," Mr. Segovia said. "But they have helped me. I cannot deny it."

"Maybe they robbed," he said, only half-joking. "But they also shared a little. So why should I change?"

It was a national call for change that swept across Mexico like a tidal wave three years ago and lifted Vicente Fox to power, with promises to modernize a nation mired in poverty. Political analysts predicted almost unanimously that the PRI would disappear.

But on Sunday, the euphoria people once felt about President Fox's promises for new jobs and a growing economy was deflated by his failures to deliver. Meanwhile, said a political analyst named Soledad Loaeza, the PRI capitalized on the growing disillusionment with President Fox by going to the people and asking for forgiveness for past sins and touting its "political experience" before a conservative, Catholic populace that is skittish about political adventures.

Most political watchers insist there is no way that Mexico's evolving electorate will hand the system back to the PRI. Even in Campeche, PRI voters seemed a dying breed: typically older, poorer and uneducated people who live in rural areas. But after the PRI's showing at the polls on Sunday — in which the party not only won significant support among younger voters, but also mayoralties in important urban centers — some people are beginning to wonder.

"The PRI's staying power comes from the fact that it is more than a political party," said an analyst named Denise Dresser. "It is a provider of national identity, the principal means of advancement. For 71 years, the PRI has told Mexicans what they are about."

Bertha Paredes Medina, a writer and political analyst, said the PRI machine appears to be running out of fuel. However, she said, it's not dead yet. Ms. Paredes said that there are many places like Campeche where, in the absence of significant private industries, the government remains the largest employer. And, she said, the PRI has woven itself so deeply into people's lives, it's as much a tradition as Sunday Mass.

For Martha Quintal, a fisherman's wife and community organizer, the PRI has been the roof over her head — the party gave her a new tin one for her concrete block shack before the elections three years ago — and the pavement on the street. In supporting the PRI, she said, she has accepted the bad with the good. Besides, she said, she failed to see any improvements under President Fox that would persuade her to switch parties.

"All the parties are the same — they say they will bring change and things stay the same," she said. Then she echoed a sentiment expressed by voters across the country, probably a refrain invented by the PRI: "Better the old man you know than the bad one you don't."
